In an update to the already grizzly details of Monday’s tragedy, ABC news reports that the killer mailed a package containing his manifesto to NBC between the times of the two shootings. Also a judge found him back in 2005 to be “mentally incompetent and a danger to society”, then promptly let him go back into society.
